A note is something you keep. The Scratchpad is a single page you overwrite all day: paste a tracking number, draft a reply, keep a snippet between two apps.

Hover over the notch, or press Control-Option-Space from any app, then pick the tool from Home or More.

No, on purpose. For several notes use Notes.
